US Congressman. Elected as a Democrat to represent Virginia's 1st and 7th Districts in the US House of Representatives, he served from 1844 until his death in office. The son of US Congressman Thomas Monteagle Bayly, he was born at the family estate "Mount Custis" near Drummondtown, Virginia. Graduating from the University of Virginia at Charlottesville in 1829, he was admitted to the bar the following year and practiced law in Accomack County. He was a member of the State House of Delegates (1836 to 1842), a Brigadier General of the 21st Brigade, State Militia (1837 to 1842), and a Superior Court Justice (1842 to 1844). Bayly came to the US Congress to fill the vacancy created by the resignation of Henry A. Wise, and was subsequently reelected for five terms. During his tenure he was Chairman of the Committee on Ways and Means and Committee on Foreign Affairs. He died at "Mount Custis" and was interred at the family burial ground there. There is a cenotaph in Bayly's memory at Congressional Cemetery in Washington, DC. (bio by: Bobb Edwards)
