William Halley was born at Markinch, Fifeshire, the third of four children born to William and Mary (Mackie) Halley. He accompanied his brother David Halley to Montreal and then to Newbury, Vermont where he resided at "Scotch Hollow." In 1838 he came to Rockton Township, organized in 1850 and was the first town clerk. He married there 6 December 1846 to Christian Mackie. While in Rockton he was engaged in merchant tailoring, and it is claimed that he was the first tailor in Winnebago County. In 1860 he removed to Owen Township where he farmed. He held the township public offices of Justice of the Peace, Township Supervisor and Accessor.
