David Devoe, son of Sarah (née Stratton) and Conrad Devoe, was born in 1771 in Frederick County, Virginia. He was named after his maternal grandfather David Stratton.

David Devoe and Margaret Jewell were married on 15 March 1793 in Winchester, Frederick County, Virginia (the ceremony performed by Elisha Phelps). Their fourteen children are reported to be:
• Samuel
• Joseph
• Rachael
• William
• Sarah† & Susannah† (twins)
• Seth & David (twins)
• Evelina
• Eliza
• Melinda†
• Robert
• Abraham & Isaac (twins)

David Devoe's dates of birth, marriage, and death are reported in Alan Borer, A Farmer's World: The 1861 Diary of Harvey Devoe, Knox County, Ohio (Bloomington, Indiana: Xlibris, 2015). This book's introduction reports also that he was born and died in Frederick Co., Virginia, and that his wife Margaret died in Frederick Co. More research is needed.

"David Devoe of Frederick County Virginia" received on 5 Apr 1821 the patent for Federal land in Richland County, Ohio, specifically: "the South East quarter of section number thirty in township nineteen of range eighteen, containing one hundred and sixty acres." A handwritten note at the top of the patent reads: "Exd [expedited?] Sent May 14th 1821 to post office Winchester Vir'a." This land is now in Richland County's Jefferson Township, where son Samuel Devoe farmed.
