US Congressman. Elected as a Democrat to represent New York's 5th District in the Forty-fourth Congress, he served from March 4, 1875 to March 3, 1877. Meade was born in Norwich, New York. He studied law, was admitted to the bar in 1858 and commenced practice in his hometown. In 1872 he moved to New York City and went on to win a seat in the US House with backing from the powerful Tammany Hall machine. As a member of the Special Committee on Chinese Immigration, Meade spent much of his Congressional term in California investigating the issue and published his (anti-immigrant) views in "The Chinese Question" (1877). The needs of his constituents suffered as a result and he failed to win renomination in 1876. He then returned to his New York City law practice, without his former success. Meade died at 53 in the Ward's Island Insane Asylum from the effects of tertiary syphilis.
