According to his death certificate, his parents were Abner Woodard and Caroline Clark.

Obituary: The Pulaski Citizen 07 Mar 1934
W. T.Woodard age 82 died at his home in Pulaski Tuesday morning. The funeral service was held at Frankewing Methodist Church Wednesday at 11 o'clock, conducted by the pastor. Rev. J. S. Rice. Burial at Zion. Mr. Woodard had lived in the Frankewing Community most of his life, but a year or so ago on account of age, and failing health moved to town. He is survived by children of his first marriage and by his second wife who was Mrs. Gardner, the mother of Roy and Flournoy Gardner of Pulaski.

This Tully Woodard was married twice: first to Wynona Satoka Peebles also known as "Nona" and "Toke"; and second to Lily Glasco Gardner

William Thomas "Tully" Woodard was the father of the following children: Larena Woodard 1873 – ;Roy Alexander Woodard 1875 – 1944; Athena Woodard 1877 – ;William Tully Woodard 1878 – 1905; Clay Woodard1882 – ;Ida Belle Woodard Dale 1884 – 1915; Leonard Woodard 1885 – ;and Farris Howard Woodard
1898 – 1954

His grave is unmarked. His wife Wynona Satoka Peebles Woodard is buried there and has a stone as do some of the children. Other children are buried at Dellarosa.
