Founder and First Mayor of UNIVERSITY CITY, MO, a central St. Louis, MO suburb dating from the World's Fair of 1904.Incorporating the suburb in 1906 after acquiring significant land and real estate holdings, he would serve three terms as mayor of University City from 1906 to 1913 during the community's formative years. His suburban vision utilized the concept of the "City Beautiful" Movement for the U. City Loop and City Hall complex, now on the National Register of Historic Places, as well as the Lewis (Art) Center and the headquarters building for his publishing company.
The "City Beautiful" suburban design and planning movement later spread throughout California, New England, and elsewhere in a number of turn-of-the-century first-tier suburbs, anumber of them now listed on the National Register of Historic Places.
Lewis was a former publisher, real estate investor, entrepreneur, and salesman, who also built a successful nationwide mail order publishing operation in the early years of his career headquartered in his planned new West Central St. Louis suburb. He and his wife Mabel also planned the community of Atascadero, California, according to the "City Beautiful" Design Movement.
