Graduated from Portland High School in 1873. Read law with Charles F. Libby and Moses Butler. Graduated from Harvard Law School in 1875 and was admitted to the Cumberland County Bar. By 1877 he was appointed as Assistant Attorney for the county for the next two years. Was elected Cumberland County District Attorney after eight or nine years in private practice and served two terms. Appointment as Judge of Portland Municipal Court in 1895 from which he resigned when he was elected mayor in 1899.
