Governor of Vermont. Son of Earle Russell and Lois (Hillary) Davis. Graduate, Spaulding High School, 1918. Bachelor of Laws, Boston University, 1922. Practiced in Barre. Married Corinne Eastman, who died in 1951. Three children, Deane C. (died, 1929), Marian E. Calcagni and Thomas C. Davis. Member, Barre City Council. City Attorney, 1924-26. Washington County State's Attorney, 1926-28. City Attorney, 1928-30. Judge, Vermont Superior Court, 1931-36. Partner, Wilson, Carver, Davis and Keyser in Barre and Chelsea, 1936-40. Firm has been described as representing Vermont's best ever collection of legal talent, producing two Governors (Wilson and Davis), one Attorney General (Carver), and one Supreme Court Justice (Keyser). President, Vermont Bar Association, 1942. General Counsel, National Life Insurance, 1940. Vice President, 1943-50, Chief Executive Officer, 1950-66, Chairman, 1966-68. Married Marjorie Smith Conzelman, 1952. Board of Directors, Life Insurance Medical Research Fund, 1955-57. Board of Directors, Mary Fletcher Hospital, 1955-59. President, American Morgan Horse Association, 1963-64. President, Life Insurance Association of America, Institute of Life Insurance. Board of Trustees, Life Underwriters Training Council. Governor, 1969-1973. Surprised political observers by running at age 68. Defeated Attorney General James Oakes in primary, Lieutenant Governor John Daley in general election. Advocated for state sales tax to eliminate budget deficit, initiated and signed Public Law 250 (Act 250) land use law which guards state's natural resources without stifling economic growth. Initiated cabinet form of state government. Promoted annual Green-up Day. President and Managing Director, Cooperative Health Information Center, 1973-75. Member, Civil Defense Advisory Council. President, Calvin Coolidge Memorial Fund. Vice President, Vermont American Life Convention. Member, American Judicature Society. Board Chairman, Vermont Morgan Horse Association. Vice President, Green Mountain Horse Association. Author "Justice in the Mountains, 1980," "Nothin' But the Truth," 1982, "Deane C. Davis, an Autobiography," 1991, with Nancy Price Graff. Wife Marjorie died January 17, 2003 at son's home in New Bern, North Carolina.
