Opie was the son of John Wise Council and Nancy E, (Bailey) Walker.

Opie married Jennie Reba Walker on November 26, 1917. They lived in Egeria for about 10 years then lived in Walkertown, West Virginia before moving to the Jennie Cole place on a mountain overlooking Walkertown. They eventually moved back to Egeria. Opie was a farmer most of his life. He and Jennie last lived in Whitby, West Virginia.

Opie and Jennie were the parents of four children:

1. Vera Hazel Walker Walker(1918 - 1944, died from complications during childbirth of son Timothy, buried together.
2. Opie Pendleton Walker (1920 - 1922), died from burns after falling into boiling vat of starch water
3. Sibyl Ophelia Walker Farley (1924 -)
4. Reba Phyliis Walker Burgess (1926 - )
