Phyllis Rae Luebken, the daughter of Anton and Maxine (Chapman) Luebken, was born December 9, 1937 in Sioux City, Iowa, where she spent her youth and attended school. Phyllis was united in marriage to Rev. Roger Raebel on June 20, 1954, in Sioux City, Iowa. They made their home in Dow City/Buck Grove, Iowa, from 1954 - 1957, Amenia/Grandin, North Dakota, from 1957-1960, Eldorado, Kansas, from 1960-1966, and Red Lake Falls, Minnesota, from 1966 - 1994. While in Red Lake Falls, Phyllis served as the Executive Director of Senior Housing. They retired to New Ulm in 1994. She continued to make her home in New Ulm after her husband's death May 26, 2009. Phyllis was a member of Redeemer Lutheran Church in New Ulm where she was active in Bible studies and the Lutheran Women's Missionary League. She was also active with Meals on Wheels.

Survivors include her daughter Cynthia; sons: David, Rev. Jared Raebel, Stephen; 11 grandchildren; siblings Harold, Donna and Donald.

In addition to her husband and parents, she was preceded in death by her granddaughter Laura Namanny in 1985.
