After General St. Clair's defeat in November 1791 of the Army and Militia Levies at the Battle of the Wabash, in September 1792 President Washington needed soldiers for the North West War. President Washington placed General Anthony Wayne in command of the newly formed "Legion of the United States" which was the reorganization of the Continental Army from 1792-1796. Mills served in the 2nd Sub-Legion.
John Mills volunteered again for the new "Legion" commanded by General Wayne. He was close to General Wayne and because of his long military service and experience, Mills was named first Captain, then Major, Adjutant General and Inspector of the Army.
Major John Mills died 8 July 1796 while serving at Fort GreeneVille, North West Territory.
Served in the Army throughout American Revolution. During the Revolution he fought at the Siege of Boston, Battle of Saratoga, Battle of Monmouth and the Northwest Indian War. He became Captain in 1791 and was named Major by General Anthony Wayne. Under Wayne he was appointed Adjutant General and Inspector of the Army. Served that position from May 13, 1794 to Feb. 27 1796. He was the 17th Acting Adjutant General.
