Issadora Belle Bay was born in La Grande February 28, 1870. Her parents, William R. and Caroline Bay and three of her older siblings had traveled to Oregon over the Oregon Trail in 1862. One older sister, Emma, and a older brother, John, were also born in La Grande. Issadora had a younger sister, Laura, that was born in 1870 and died in 1878.
Issadora married Charles Grey Winkler in Pendleton, Oregon on February 5, 1888. They had three children: Edgar Bay, Edna Grace and Nellie Muriel Winkler. Sometime after Nellie was born Charles abandoned the family and left Issadora to raise the children.
In 1903, Issa was listed as a dressmaker and was living at 802 H Avenue in La Grande.
In 1907, she moved to Portland to be nearer to two of her children.
Issadora died June 8, 1930 and her funeral was held June 13, 1930 at Portland Memorial.
