Roman Catholic Bishop. He served as the first bishop of the Roman Catholic Diocese of San Diego. Ordained a priest on September 19, 1914, he was consecrated bishop on December 21, 1936. He founded the University of San Diego, a Catholic Co-educational University, and established many Elementary and Secondary Schools and social services for the poor in the diocese.
