He was born Sept. 30, 1920 in Wise County. He had resided in Indianapolis since 1951 working as a Customer Engineer for I.B.M. He retired in Feb. 1984. He was a member of Franklin Rd. Baptist Church, Indianapolis since 1955. He was the son of Martha (Holbrook) and James H. Bays. He graduated from St. Paul High School, Wise County in 1941. He was one of eleven children. Before being drafted into the military service, he was an employee of Delco Remy in Anderson, Ind. He was drafted into the U.S. Army, Feb. of 1943 and attained the rank of Corporal. During WWII he served with the Headquarters Co., 1st Battalion of the 347th Infantry Regiment of the 87th Division in the ETO. He served with the troops in the Battle of the Bulge and was in the First Division that crossed the Rhine River. He was discharged in Dec. 1945. In August 1944, he was married to Elizabeth Fuller. They celebrated their sixtieth wedding anniversary in August 2004. William graduated from Purdue University Technical Institute of Indianapolis with an Associate Technical Aide Degree in Electrical Technology in June 1950. He completed the course of study for Customer Engineering from IBM, Dept. of Education in New York, June 5, 1951. During his employment at IBM, he received the Distinguished CE Award in 1957, also the Excelence Award in 1965, 1974 and 1982. During his employment he was promoted to Senior Engineer.
