RECOMMENDED FOR SPECIAL AWARD OF O.B.E.
CITATION:
"Capt. LEVINGS, an Australian surgeon, was taken prisoner in North Africa in April, 1941 during operations against the enemy. From April till August, 1941, together with the assistance of Major BINNS and other members of the 2/8 Australian Field Ambulance, this officer worked self sacrificingly under most difficult and dangerous conditions at all hours of the day and night. Notwithstanding the fact that there was no x-ray equipment, an acute shortage of medical supplies and little co-operation was received from the Italians, this officer performed many intricate operations and was undoubtedly responsible for saving many British lives. For his outstanding service to his fellow men and his great devotion to duty, it is recommended that he be made an officer of the Order of the British Empire."

3/1/1946 O.B.E. Award confirmed by HIS MAJESTY THE KING.
