| Birth: | May 4, 1814 Concord (Sussex County) Sussex County Delaware, USA | | Death: | Apr. 26, 1896 Georgetown Sussex County Delaware, USA |  US Congressman. He was elected to represent Delaware as an At-Large delegate to the United States House of Representatives, serving three terms from 1845 until 1851. At the end of his third term he was not re-nominated for the seat, which subsequently was filled by Congressman George R. Riddle. Previous to his Congressional service he had served as Secretary of State for Delaware from 1841 to 1844. In 1855 he was appointed as Associate Judge of the Superior Court of Delaware, a position he filled until he retired in 1893. In the months prior to the Civil War he was a member of the 1861 Peace Conference in Washington, DC, which had attempted and failed to find a peaceful resolution to the impending conflict.
