He was elected to represent Alabama's 7th District in the United States House of Representatives, serving from 1895 to 1899. In 1908 he was nominated for President of the United States. He wrote books such as "Peggy Ware" in 1921, and the 1923 work "Bishop of the Ozarks" was made into a silent film with Howard playing the role of the bishop. He interviewed fascist dictator Benito Mussolini in Italy, and the interview changed his political views, causing him to endorse fascism. His last book was "Facism, A Challenge to Democracy", published in 1928. Though he is referred to as a “Colonel,” this was a title applied to lawyers at that time.
