Tom was born in Canton, China. His family came to the United States in 1928 and settled in Detroit, Michigan. Along with his siblings (Marvin, Wahgy, Marshall, Marco, Dorothy, Gloria, Margaret, Marjorie and Shee), he began working in his father's grocery store, Wah Lee, in the old Detroit Chinatown on Third Avenue. Working for several years there, he also worked nights and weekends in his aunt and father's restaurant at the same time. He married June, and eventually became the owner of Chung's Restaurant. Over the course of 40 years, they built it into one of the most successful Chinese restaurants in what was formerly Detroit's Chinatown. Because of his work ethic and good business sense, he was able to keep his restaurant open after all the other Chinese businesses in the area folded. He died of cardiac arrest in Oakland, California. Survivors include a daughter, Nancy Moy; and four sons, Wing, Allen, Eugene and John.
