A native of St. John's, Newfoundland, he served as the Prime Minister of Newfoundland from March 2, 1909, to December 31, 1917, as a Member of the Newfoundland People's Party and the National Government. He was educated at the University of Ottawa, and later became a successful lawyer after joining the bar in 1885. He became counsel for the British Government during the American fisheries arbitration in 1910. Also served as a Member of the Newfoundland House of Assembly in 1885, Attorney General from 1889 to 1895, Governor of the Newfoundland Savings Bank from 1889 to 1913, Member of the Independent Party from 1898 to 1900, and as Minister of Justice from 1900 to 1907. He was knighted in 1904. He later relocated to London, England, where he was elevated to British Peerage in 1918, by becoming a Baron. He also accepted a seat in the House of Lords. He passed away there in 1935, at the age of 76. (bio by: K)
