Rawlin was born in Pueblo, Colorado, on 12 July 1892. His parents were James Calvin Asbury and Bridget Agnes Haggerty, and he had one sister, Eileen. He left home at the age of 16, joining the United States Army in 1917 and served in World War I in England and France. After serving in the Army, he went to Los Angeles and worked for the Los Angeles Examiner. (He married, but we have no record of it.) He met Mary Helen Bennett at a dentist office across from the Examiner. They married on 14 September 1923 in Los Angeles. He took a business course at Polytechnic High School in Los Angeles, and then began his career in the railroad business, serving with ten different lines and rising to the position of chief clerk for Southern Pacific in Los Angeles. In 1924, he moved to Riverside, California, and served as assistant manager of the Riverside Arlington Heights Fruit Exchange, a member of the Sunkist Group. He was later appointed as secretary-manager. Rawlin was well-known for his civic work and was a member of the board of directors of the Riverside Chamber of Commerce, a member of the board of directors of the 46th District Agricultural Association, a past commander of the American Legion, and a past exalted ruler of Elks Lodge 643. He was chairman of the local draft board in World War II and served seven years as a member of the City Police and Fire Commission. He has also been a director of the Present Day Club of Riverside and a former director of the Riverside Opera Association. His service club was the Kiwanis, of which he had been a director, and he was a member of the Methodist Church.
