A native of Joliette (Québec), he completed his elementary studies at his parrochial school and his secondary studies at the college of Joliette. He worked as a farmer in Joliette. From 1878 to 1917, he served as Mayor of Joliette. Although in the by-election of September 24, 1885, he was defeated as a Liberal candidate for the district of Joliette, he succeeded the next year and was sent to the Legislative Assembly. This election was cancelled on September 23, 1889, but he was re-elected in the by-election of October 24, 1889. He was re-elected without opposition in the elections of 1890. He was defeated in 1892. He passed away in his hometown. He was the brother of Charles Basinet, member of the House of Commons, from 1896 to 1904. (bio by: Guy Gagnon)
