He was born on a farm near Senecaville, Noble County, Ohio, and went on to serve his native state as a member of the United States Congress from 1933 to 1942, from 1949 to 1954 and again from 1963 to 1966. He graduated from Muskingum College, Washington, D.C. College of Law, Columbia University and the British School of Civil Affairs. He served in the United States Navy being the first member of Congress to resign his seat in order to join the armed forces during World War II. His military experiences took him to England, Africa, Italy, and the Pacific. From 1946 to 1947 he was a legal supervisor for the Library of Congress. The Democrat was a member of the Federal Trade Commission from 1954 to 1961, Director of Commerce for the State of Ohio in 1962, and a member of the Ohio State senate from 1969 to 1973.
