Judge Walter E Bailey made history by Register-Guard, 23 September 1948, page 17 sentencing a kidnapper of Carthage's taxi owner Walter Cozad in 1948, the article also establishes the Judge's return to Jasper county from Springfield's Missouri State Appeals court's bench.
