| Birth: | 1755 | | Death: | 1844 |  Spanish Statesman. Member of the Spanish Cortes for Oviedo. One of the main writers of the First Spanish Constitution in 1812, and the next Constitution in 1837. He was president of the Spanish Parliament and Home Secretary between 1820-1823. In 1823 he fled the country to England. After his return to Spain he was head of the Spanish Government.
