Her name is sometimes spelled Carleton and Carrolton by descendants.
The Dowdy family bible, printed in Scotland, gives her date of infant baptism as (10?) April 1784. The bible does not state that she was born in Scotland. Some great-grandchildren believed she was, since the bible was printed in Scotland, but it was the Dowdy family bible and not the Carlton family bible. Bibles imported from Scotland were extremely popular in America. Yet other descendants have speculated that since she was later a Baptist, the baptism date was for adult baptism rather than infant baptism, another assumption which is unlikely given her age. If she were born in Scotland, she would have been baptized as a child and likely Presbyterian.

Several family trees give her parents as George and Rachel Carlton. George Carlton died in Moore County, N.C., by 1810, when widow Rachel and son John administered his estate. John Carlton was shown in the 1810, 1820 and 1830 censuses of Moore County near Dowdys. One family tree online shows Effie Carlton Dowdy as the daughter of George and Rachel Carlton of Surrey County, N.C.
A younger George Carlton, b.1770, married Rachel Rutledge 10 JUN 1814 in Surrey County, N.C.
This was not the same George Carlton (Jr.) in Moore Co., N.C., Effie's brother, who served in the War of 1812.
The George Carlton who married Rachel Rutledge was a son of Lindsey Carlton (1765-1834), son of John Carlton (1730-1810) and Agatha Lindsey, and grandson of Blake Carl(e)ton (d. c1818) and Mary.

Another family tree online shows Effie Carlton Dowdy born 10 April 1784 N.C., died 19 Aug. 1846 Dahlonega, GA., as the daughter of Blake Carlton (b. c1750 Craven Co, NC, d. Dec. 1783 Craven Co., N.C.) and wife Fereby Carlton (b. 1750 Craven Co., N.C., d. 1800 Rutherford, Tenn.) but no sources shown.
History of Rover and the 10th District of Bedford County, Tennessee (2000), vol. 2, p.172, says Blake Carlton married Feriba/Fereby Heath. Blake was a son of Richard Carlton Sr. (b.c1730 Argyleshire, Scotland, d. c1790 Craven Co., N.C.) Richard and his brother John immigrated to Chester Dist., Pennsylvania about 1739 and later went to N.C. His wife was Mary (Blake?). "Richard Carlton was a foot soldier commanded by Captain Thomas Graves in Craven Co., N.C. Jan. 1751. His will was presented 6 May 1790 in Craven Co., N.C., naming issues…." The book mentions just two sons of Blake and Fereby Heath Carlton, Blake Jr. and Benajah. In 1799 Fereby Heath Carlton married Benjamin Watson.
Blake Carlton Sr. died 1780-82 Craven Co., N.C. "In 1782 an inventory of the estate of Blake Carlton is made and Feriba Carlton, along with Thomas and Frederick Heath, are named administrators, Blake having left no will." The 1790 census of N.C. shows Fereby Carlton with two sons under 16 years and no daughters. Therefore, it appears that Blake Carlton left no daughters, so the assertion that he was Effie's father would seem incorrect.

DNA studies show Effie Carlton Dowdy's descendants match those of her apparent sister Elizabeth Carlton Dunman (1797-aft.1870), daughter of George and Rachel Carlton.
Recorded statements made by Elizabeth Dunman’s granddaughter Eliza Ann Graves Jones (1862-1955) include:
“Fork made approximately 1776. Fork made by Grandpa [George] Carlton. First set of silverware they had,” referring to a two-prong fork with wooden handle that is still handed down in the family. “[George] Carlton was a Spaniard [sic?]. Grandad Graves (1/2 or ¼) Indian. Grandma Carlton was 11 years old when she came here from IRELAND. Married Spaniard [sic?]
"Grandma Dunman came from South Carolina. Grandma Graves came from Georgia. Grandma Black born in Arkansas. Ruby Hufford born in Oklahoma.
“Great Grandma [Rachel] Carlton came from SCOTLAND at the age of eleven (Great Grandma of Eliza Jones). Grandma of Eliza Jones was Betsy Carlton Dunman….”

Effie Carlton married in Moore County, N.C. about 1802 to Amos L. Dowdy and had a large family beginning with Robert Dowdy born 1803 in Moore County (ref., family trees). He is said to have been the son of Daniel Dowdy of Moore Co., N.C. (some say the Daniel Dowdy who died 1819 in Hertford Co., N.C.). Many researchers show Daniel Dowdy as a son of Thomas Dowdy "of Deep River," Chatham Co., N.C., and first wife Elizabeth Parsons or Rebecca Poe. (DNA of Amos Dowdy's descendants match descendants of their son Armistead Dowdy.)

After Effie Carleton Dowdy's death, Amos L. Dowdy married Elizabeth Johnson on 25 Nov 1847 in Dahlonega, Lumpkin Co., Georgia.

Effie Carlton Dowdy died 10 Aug 1846 Lumpkin County, "age 62 years, four months and seven days" (from the Dowdy Family Bible in possession of Julia Kellett).
That would make her birth date 3 April 1784.

Her grave marker is difficult to read. The carving has become so worn and re-scratched over the years that the information may have been very distorted. In years past, some one once read it as saying she died in 1842 but no date appears or remains on the stone today.
