| Birth: | Jun. 16, 1816 | | Death: | Sep. 14, 1887 |  Kentucky Governor. Blackburn was a physician, and active in the Confederate cause during the War Between the States. He was accused of trying to infect Northern cities with yellow fever. After the war he devoted his efforts to fighting yellow fever in Tennessee, Florida, and Kentucky. He was elected governor in 1879. Blackburn's administration was responsible for several major reforms, including the state prison system.
