Flowers left for Reginald Bartholomew
Reginald Bartholomew: Sir, you will be remembered as a senior diplomat and ambassador who served four presidents, negotiated for nuclear disarmament with the Soviet Union and for the preservation of American military bases in Europe, and survived a bomb attack while he was ambassador to Lebanon in 1984, led negotiations to preserve a greatly reduced military presence. He had worked on similar negotiations before and would again later. The most interesting fact about you was that you were a key role in the SALT II arms limitation talks with the Soviet Union in 1979 and returned to Washington to serve as the under secretary for security affairs under Secretary of State James A. Baker III. Happy birthday!
