U.S. Senator. Born the son of U.S. Senator Elias Howell, he moved with his parents to Newark, Ohio, in 1819. He graduated from Miami University in 1839, studied law, was admitted to the bar 1839 and commenced to practice law in Newark. Moving to Keosauqua, Iowa in 1841, he owned the Keosaugua newspaper, in 1849, moved to Keokuk, Iowa in 1849 and was postmaster of Keokuk, (1861-66). In 1870, he was elected as a Republican to the U.S. Senate to fill the vacancy caused by the resignation of James W. Grimes, serving until 1871. Not a candidate for reelection, he was appointed by President Ulysses Grant as one of the commissioners for the court of Southern claims in 1871 and served until his death.
