Governor Philip Watkins McKinneyPhilip was born on May 1, 1832 at New Store in Buckingham County Virginia.Philip was the son of Charles McKinney 3rd and Martha (Guerrant) McKinney.Philip studies at Hampden-Sydney College where he received a gold medal from the college's Philanthropic Literary Society.After graduating, Philip studied law under Judge Brockenborough's at Washington College in Lexington, and was admitted to the bar in 1858. The same year he was elected Buchingham County's representative to the House of Delegates in the Virginia General Assembly.Philip entered service as Captain in the 4th Confederate calvary with which he served with distinction until he was wounded in action. He then performed guard duty for the remainder of the war.Philip was twice a Presidential elector, and a delegate of the National Democratic Comventions pf 1884-1888. In 1889, Philip ran for Governor of Virginia against Republican William Mahone, Philip won the election by nearly 45,000 votes.Philip succeeded Fitzhugh Lee as Governor, and "Honest Phil" served from 1890-1894. He was known for the Commonwealth's strong economic recovery, and had an exellent administration.Philip Watkins McKinney died on March 1, 1899 in Farmville, Virginia, and is buried at Westview Cemetery.
