U.S. Congressman. He graduated from Highland Military Academy in 1877, from the Boston University Law School, was admitted to the bar in 1881 and commenced to practice law in Boston, Massachusetts. He was a member of the Chelsea City Council (1887-88), a member of the Massachusetts State House of Representatives (1894, 96) and served in the Massachusetts State Senate (1897-98). In 1899, he was elected as a Republican to the Fifty-sixth Congress and to the next eight succeeding Congresses, serving until 1917. After leaving Congress, he practiced law until his death.
