Enlisted in the US Navy on 19 Jul 1938 as a Fireman Second Class. Assigned to the USS Milwaukee (CL-5) on 25 Nov 1938 and transferred 20 Apr 1944 as a Chief Water Tender (Acting Appointment). The last record for James was a transfer to the USS Atlanta (CL-104) as a Chief Water Tender (Permanent Appointment).

Honorably separated as a Chief Boilerman on 16 Sep 1948 at Naval Station Long Beach, CA.

When his son enlisted in the US Navy during the Vietnam War, James enlisted in the Naval Reserve.
