U.S. Congressman. He graduated from Luther College Iowa in 1917 and served as an Ensign in the U.S. Navy, during World War I. After the war, he was a superintendent of schools in North Dakota and Minnesota (1919-21). Returning to Iowa, he was a professor of economics at Luther College (1921-38) and treasurer of Luther College (1932-38). In 1939, he was elected as a Republican to the Seventy-sixth Congress and to the next nine succeeding Congresses, serving until 1959. An unsuccessful candidate for reelection, he was assistant administrator for program policy of the Housing and Home Finance Agency, Washington, D.C. (1959-61).
