He was the son of William Halsey Barragar and Deborah Ann (Kellogg) Barragar. He was a retired section foreman for the railroad. He married Clara (Baxter) Smith on March 28, 1895. She preceded him in death on March 20, 1935. He was survived by daughters Mary Louise McNutt and Mabel Gertrude Berringer; sons John W. Barragar, and William H. Barragar; step-sons Wyatt J. Smith and Wilmot A. Smith. He was preceded in death by his infant daughter Castella Barragar, and son David Barragar, and his step-children Ella Pollard, Celestia Brann, and Victoria Bohart.
