Known as Elmer, he is the son of William G "Billie" McKeehan and Elizabeth Frances "Betty" Tuggle. Elmer and his bride, Alice Cooper were married in Tennessee in 1923.

Elmer grew-up on his Father's farm and did his share as a farmhand. Farming was apparently not his choice for a lifelong occupation, because by 1918 he is employed as a "Brakeman" for the L&N RR in Corbin and continues this employment to at least, 1930 per Census of that year.

Elmer registers for the WWI draft, as required, in 1918. Information from the registration form tells us he is a single man age 21; observed to be of medium height and build, with blue eyes and light hair. The McKeehan(s) of So. East KY, are of Scottish ethinicity and in early years, their blue eyes were a dominant feature.

Elmer lived to celebrate his 89th birthday in year 1986. He was then laid to rest in Broyles Cemetery, near Alice, who preceded him in death in 1979.
