A Galveston man has been charged on allegations that he was drunk when he slammed into a parked car, killing three pedestrians on the city's seawall on Mother's Day.
Orvel Wayne Speck, 44, was booked into the Galveston County Jail on three charges of intoxication manslaughter Sunday after being released from Memorial Hermann Hospital-Texas Medical Center, where he had been recovering since last week's crash, police said. He is being held in lieu of bonds totaling $240,000.
Speck, who has two previous convictions for drunken driving, was driving a 2009 GMC sport utility vehicle May 10 when he swerved off Seawall Boulevard and struck a parked car, which then slammed into Tremaine Albert, 25, Alan Meredith, 10, and Isaiah Drake-Barnett, 3.
Albert, a Houston resident who was a barber and a deacon in the Progressive Missionary Baptist Church, collapsed on the sidewalk, while the children were thrown into the street, family members said.
Meredith was Albert's stepson, while the toddler was Albert's godson. All three had gone to the beach that day for a church outing. They were pronounced dead at the scene.
Albert was loading his parked car when Speck slammed into it. Police concluded alcohol and speed contributed to the crash.
