Josephine was the elder of two daughters born to Henry McClellan and Mary Ann Cathcart McClellan in Illinois. When Henry never came home from the Civil War, Mary Ann's brothers moved her to Nebraska where they had established homes. There she met and married the widower, Madison Jess Waddell and combined their two families, adding four of their own to the blend.
