Carter was also active in other businesses, including the Hawaiian Trust Company, the Hawaiian Fertilizer Company and the Bank of Hawaii. In 1901 he was elected to Hawaii's Territorial Senate, and in 1902 he was appointed Territorial Secretary. In 1903 he was named Hawaii's Territorial Governor, succeeding Sanford B.
