Mr. Bertrand was an electrician at the St. Lawrence Psychiatric Center for the past 10 years. He had previously been an electrician for the Ogdensburg school system.
He married Sandra Gibson Thibert on April 9, 1983, at the Ogdensburg First Presbyterian Church.
Active in Masonic organizations, he was a member of Acacian Masonic Lodge 128, Ogdensburg, which he served as worshipful master for the past two years, and a member and divan officer of Media Temple Shrine, Watertown. Mr. Bertrand also was a member of the Ogdensburg Knights of Columbus Council, a former Eagle Scout, a member of the Order of the Arrow and a past president of the Vocational Industrial Clubs of America (VICA) at the St. Lawrence Board of Cooperative Educational Services.
Mr. Bertrand died following an automobile accident on Route 37 in the town of Waddington
