V.I. was the fourth son and sixth child of ten children born to Charlie and Lucinda "Simmons" Rodgers. On August 13, 1913, he married Ruth E. Avery, daughter of George Washington and Mary Teletha "Simmons" Avery, in Webster Co., Mississippi. V.I. and Ruth became the parents of four children: Virgil Allen, Edna E. "Sis", Boyd (who died young), and Clyde Eustice.
