US Congressman. An 1870 graduate of Princeton University, he read law and was admitted to the New Jersey State Bar Association in 1873. He served as Prosecutor of the Pleas for Warren County, New Jersey, and gained prominence for his prosecution of members of the “Warren County Ring”, local corrupt politicians and men of influence who abused their held power of patronage (much like the Tammany Hall Tweed Ring of New York City, New York). He also prosecuted railroad strikers in 1877. In 1880 he ran for Congress as a Democrat against former Civil War Union Army General H. Judson Kilpatrick, and was elected to represent New Jersey's 4th Congressional District in the United States House of Representatives. He served from 1881 to 1883, and lost in his bid for re-election to Republican Benjamin Franklin Howey, having fell out of favor with 4th District Democrats who believed Congressman Harris did not vote their interested in Washington, DC. He returned to his law practice in Belvidere, New Jersey, where he passed away in 1902.
