US Congressman. He was judge of the district court in the 15th judicial district of Iowa from 1894 until he resigned in 1911. In 1911, he was elected as a Republican to the Sixty-second Congress to fill the vacancy by the resignation of Walter I. Smith. He was reelected to the Sixty-third and to the seven succeeding Congresses and served until he resigned in 1928. Appointed a judge of the Court of Claims of the United States in April 1928, he served until 1942 and retired.
