US Congressman. He studied law, was admitted to the bar, and moved to Oquawka, where he began a law practice. He was noted for his professional abilities, and dozens of prospective lawyers studied with him during his career. Harris was elected to the US House as a Democrat in 1862, serving one term, 1863 to 1865. He was an unsuccessful candidate for reelection in 1864, after which he resumed his Oquawka law practice and also opened an office in Chicago.
