US Congressman. He attended Illinois College in 1837, then studied law and began practice in 1839. He was a member of the Illinois House in 1840 and 1841 and again in 1844 and 1845. Ross was a delegate to the State constitutional convention of 1861. He was elected to Congress as a Democrat in 1862 and was reelected twice, serving from 1863 to 1869. He then resumed his law practice and was also a delegate to the 1870 state constitutional convention.
