Tennessee Governor. He graduated from Hiwassee College in 1889, became principal of the Alpine Academy, in 1891, studied law, was admitted to the bar in 1894 and practiced law in Livingston, Tennessee, (1894-10). He was Chancellor of the 4th Judicial District, (1910-18) and elected as a Democrat the 33rd Tennessee Governor, serving (1919-21). While in office, he secured passage of legislation raising revenue to lengthen the term of rural schools and effected reorganization of the taxing system, establishing a highway commission. He also was a leader in the fight to ratify the women's suffrage 19th Amendment to the U.S. Constitution. After his term, he practiced law in Nashville, in partnership with James W. Cooper, (1921-25).
