Judge of the Seventeenth Judicial Circuit of Wisconsin. James was a son of Andrew and Mary (Holiston) O'Neill and the nephew of the founder of Neillsville, James O'Neill. He worked as a teacher until 1868 when he entered Cornell University in New York. In 1873 he recieved a law degree from Albany New York Law School. He arrived in Wisconsin in September of 1873 and decided to stay. Here he practiced law. In 1887 he was appointed District Attorney of Clark County. In 1898 he was appointed Judge of the Seventeenth Circuit. He married Marian Robinson in 1876 and they had two children: Ernest and Marian.
