Although the main section of the town of Tabor is in Fremont County, the cemetery is in the NW part of town in Mills County. The line dividing Mills and Fremont County is Waubonsie Avenue or County Road J10. Tabor Cemetery happens to be on the north side of Waubonsie Avenue.

The founders of Tabor came west in 1848 to establish a college based on the ideals of Oberlin College, Ohio. They settled at Civil Bend (now Percival, Iowa) but mosquitoes, floods, and malaria forced them to move to higher ground where in 1852 they established the town of Tabor, named after Mount Tabor near Nazareth where Jesus grew to manhood. These early settlers are the names of early burials in Tabor Cemetery and include George Gaston, S.A. Adams, and Reverand John Todd, an abolitionist whose home was an established Underground Railroad stop.

Lucelia Adams, the daughter of Deacon Samuel Adams, died June 7, 1854 at the age of 1 year. Her stone identifies her as the first person to be buried in the Tabor Cemetery. The first death was James Gates, son of William and Emily Gates. He died in 1853, five days after the family arrived at Tabor. At the time of his death cemetery ground had not been agreed upon and he was buried in a private lot near the cemetery. One source states he was buried on the prairie hill which is now Tabor Cemetery, "his being the first grave there." Another source states he was later moved to the cemetery. There is no stone for James Gates.
