The cemetery was established in December 1862 under the direction of Colonel Patrick Edward Connor. The first funeral services were held for soldiers who fell during the battle of Bear River. The cemetery honors soldiers from the Civil War, Spanish American War, World War I, World War II, the Korean Conflict, and the Vietnam Conflict. There are also approximately 54 Prisoners of War buried at the cemetery from Word War I and II.
