The first mention of the cemetery in land deeds was 20 April 1846, when Abraham Gish sold the surrounding land to Joseph P. Gentit, "excepting the cemetery and the school." On 17 May 1866, Francis Solier, a partner in Louys and Solier and later a county official, sold the land to Samuel Brownawell, again "excepting the cemetery."
The Lockport Cemetery Association met on March 1, 1879 and was recorded as incorporated in Williams Co, Ohio March 27, 1879. Other people at the organizing meeting were R. L. Fish, S. A. Brownawell, Richard Harris, Wm. Daily, Henry Roux, Edmund Thomas, Fred. Roux, Louis Renaud, Wm. Eitel, M. N. Mohm, A. S. Gish R. L. Gish was elected chairman. Trustees elected: Reuben Fish, Edmund Thomas, Martin N. Mohn.
An article appeared on 15 April 1880 in the Bryan Press under the headline "Hilly Street Items": "At the Lockport graveyard session held last Sat., S. Brownawell was elected clerk, and preparations were made to draw a map of, and stake off, the yard into lots." No record of the layout of the cemetery prior to that time has been found.
On 30 April 1888 an addition to the cemetery was sold by Edmond Thomas to Lockport Cemetery Assoc. There are later additions in 1899, 1908 and 1927.
There has been vandalism over the years and many stones are damaged, down or missing.
